Lord Snooty And His Pals original artwork (1942) by Dudley Watkins from The Beano No 183, 4 July 1942
It's wartime and there aren't enough lollipops to go round so Lord Snooty is in charge of the Ministry of Lollipoppery and issues ration coupons of 1 lollipop per child. Soon the local kids photograph and print counterfeit coupons and dress up dolls in whiskers to claim: 'Here are the coupons for my eight children...' (a brilliantly drawn double strip by Watkins). Then a black market in lollipops develops starting a fight with the racketeers and everything gets repatriated (nicked) so the Ministry is closed for repairs - all a bit like wartime life - but much funnier..!
